How would new full time faculty lines affect adjuncts?

Long-time adjunct activists Keith Hoeller and Jack Longmate expose the true implications of a bill in the Washington State legislature that is being advertised as good for adjuncts but that would actually result in the loss of many adjuncts' jobs. This is worth a read because the PSC and CUNY are also talking about adding full-time lines without specifying how these lines would affect the livelihoods of our current adjunct faculty.
